RMI Postal Contradiction

Has anyone else encountered this situation?
Pre-paid/stamped envelopes from US are not accepted by the Majuro Post Office for outgoing mail. Policy stated was that ALL OUTGOING mail must have Marshall Islands -issued stamps only.
I sent an $18 pre-stamped, priority mail envelope from California for mail to be sent back to me.
It was not accepted. Instead, another $18 of Marshall Islands-issued stamps had to be purchased.
I see a contradiction in this RMI PO policy.
Here's an example. The RMI Passport Office requires a pre-stamped envelope for the out-going return of one's passport.
How does that work?
